The Parks & Recreation Maintenance Technician performs a variety of construction, maintenance and repair duties on the City parks buildings, facilities, public areas, and grounds. Some positions may have specialization or specific assignments such as arborist, swimming pool maintenance or irrigation/sprinkler maintenance. The job is in the public eye and represents the City at local parks, providing customer service and answering questions of park visitors.
The job may direct part-time/seasonal employees. The job is supervised by the Parks Maintenance Supervisor.
The job requires knowledge of building trade skills, grounds keeping and landscaping skills, and the ability to operate the tools and equipment required to complete the assigned tasks. The job requires the ability to maintain a collaborative and cooperative working relationship with elected and appointed officials, other City employees, other organizations, and the general public.
The job is an on-call position, responding to emergency situations. Employees designated as immediate response personnel must live thirty (30) minutes or less from their usual daily work site.
The work environment includes a building and grounds maintenance environment and outdoor weather conditions including extreme temperatures. The job is occasionally exposed to hazardous chemicals, light and medium equipment, power equipment, and noisy and/or loud equipment, which subjects the employee to mechanical hazards. The job requires operating light and medium equipment and power tools and operating vehicles.
ESSENTIAL DUTIES AND RESPONSIBILITIES
* Performs a variety of building construction and maintenance work including carpentry, painting, electrical, plumbing, welding, and concrete assignments.
* May perform specialized assignments or have specific areas of responsibility as an arborist, swimming pool maintenance or irrigation/sprinkler repair and maintenance.
* Performs grounds keeping and landscaping work in the City parks, public areas, and recreation/sports areas, including, but not limited to, mowing, tree trimming, fertilizing, irrigation, and pest and weed control. Maintains, repairs, and installs automated sprinkling/irrigation system.
* Designs and updates Park sprinklers/maps on AutoCad.
* Operates all equipment in the Parks Department inventory including, but not limited to, motor vehicles, excavator, loader, backhoe, bucket truck, and dump truck.
* Operates hand and power tools. Maintains, services and repairs equipment and tools.
* May direct work activities of seasonal/part-time employees.
* Maintains inspection, maintenance, and repair records, documentation, and logs. Makes purchases with City purchasing card and reconciles purchase orders and billing monthly.
* If assigned to irrigation/sprinkler maintenance, designs, installs, maintains, and repairs automated irrigation systems, including automated operating systems, in all parts of the City.
* Performs other duties as assigned. Nothing in this job description restricts management's right to assign or reassign duties and responsibilities to this position at any time.
ACCEPTABLE EXPERIENCE, TRAINING, LICENSES AND/OR CERTIFICATIONS
* High school diploma or GED; and
* Class B CDL with air brake endorsement*;
* Additional certifications may be required, depending on assignment and/or specialty, such as swimming pool operator or applicators certification;
* Two (2) years of general grounds keeping or building maintenance experience is preferred.
An equivalent combination of education and experience that provides the required skills, knowledge and abilities to successfully perform the essential functions of the position may be considered.
* Hiring Note:
The Parks & Recreation Maintenance Technician position requires a Class B CDL with air brake endorsement within six (6) months of hire date. Failure to acquire the CDL by the established date will violate the terms of the position and will result in layoff from the position.
CLASSIFICATION REQUIREMENTS

Knowledge of:
* Grounds maintenance skills, including but not limited to, mowing, planting, weeding, pruning, irrigation, fertilization, turf and/or pest control, and snow removal;
* Building trade skills, including but not limited to, electrical, plumbing, carpentry, mechanical, painting, and concrete;
* Maintenance and grounds keeping equipment and tool maintenance and repair methods;
* Applicable regulations and policies regarding safe application of fertilizers, herbicides, and pesticides;
* Federal regulations and City policies regarding safe work practices relating to use of equipment, power tools, ladders and bucket trucks, grounds keeping equipment, and repair and maintenance materials;
* State, local, and other applicable building, safety, and health codes and regulations;
* Operation of a personal computer and job-related software applications;
* If assigned to irrigation/sprinkler repair: Methods, materials, and techniques required for the design, installation, maintenance, troubleshooting, and repair of irrigation and sprinkler systems, including automated operating systems;
* If assigned to arborist duties: Variety of trees and the methods, materials and techniques required for successful planting, maintenance and pest control;
* If assigned to swimming pool maintenance: Proper mixture of Chemical applications to pools; knowledge of pumps and other pool related equipment repair and maintenance techniques.
Skill and Ability to:
* Operate and maintain equipment including, but not limited to, motor vehicles, excavator, loader, backhoe, bucket truck, tractor, and dump truck;
* Maintain and repair electrical, plumbing, irrigation, mechanical, and related operating systems;
* Operate and maintain power equipment, including but not limited to, grounds keeping and turf equipment, chain saw, riding and walk-behind mowers, trimmers, tractor, snow removal equipment, and related equipment;
* Operate hand tools;
* Operate, adjust, and monitor automated sprinkler control systems;
* Direct the work activities of seasonal and/or part-time employees;
* Read and interpret technical manuals, blueprints, and diagrams;
* Maintain maintenance records, logs, and documentation;
* Maintain and reconcile purchasing and inventory records and documentation;
* Maintain a professional demeanor at all times;
* Communicate effectively in the English language at a level necessary for efficient job performance;
* Complete assignments in a timely fashion; understand and comply with all rules, policies and regulations;
* Perform all duties in accordance with City policies and procedures with regard for personal safety and that of other employees and the public.
PHYSICAL REQUIREMENTS
While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, climb ladders, work at heights, and in confined spaces. The job requires hand/finger dexterity to handle materials, manipulate tools, operate a computer, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 50 pounds with assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required.
